Federal disclosure rules require candidates, PACs, and Super PACs to file regular reports with the FEC listing donors who give more than $200. However, 501(c)(4) "social welfare" nonprofits can spend on politics without disclosing donors, creating a dark money loophole. The DISCLOSE Act, repeatedly introduced but never passed, would close this gap.
