Coal ash, also called coal combustion residuals or CCR, is the waste left after power plants burn coal. It can contain arsenic, mercury, lead, cobalt, and other heavy metals. Federal coal ash rules govern how utilities store, monitor, close, and clean up ash dumps and ponds so contamination does not leak into groundwater, rivers, or drinking water supplies.
