Executive branch adjudication refers to legal decision-making performed by administrative judges or hearing officers inside executive agencies. Immigration courts are one of the clearest examples. Immigration judges are expected to exercise independent judgment in individual cases, but the system's structure still leaves appointments, management, appeals leadership, and broad policy control inside the same branch that is pursuing removals.
