The Executive Office for Immigration Review, or EOIR, is the Justice Department component that oversees immigration courts, the Board of Immigration Appeals, and related adjudicatory functions. Congress did not place immigration judges in an independent judiciary. It left them inside the executive branch, where the Attorney General can shape leadership, policy, hiring, and appeals.
