A frontier model is an artificial intelligence system at or near the leading edge of capability. Policymakers use the term when they mean models strong enough to create new risks, such as automating cyberattacks, accelerating weapons research, or manipulating critical infrastructure. The definition is political as well as technical, because government officials must decide which systems count as frontier models before they can regulate or review them.
