The Low Income Home Energy Assistance Program (LIHEAP) is a federal block grant administered by the Department of Health and Human Services. It provides funds to states, territories, and tribal organizations to help low-income households with home energy costs. In fiscal year 2026, LIHEAP provided approximately $4 billion in assistance to roughly 6 million households. The Trump administration proposed eliminating LIHEAP entirely in both FY2026 and FY2027 budgets, calling it a state responsibility.
