Lying in honor is a tribute where the casket of a private citizen is placed in the U.S. Capitol Rotunda for public viewing. It is distinct from lying in state, reserved for the president, vice president, and members of Congress. Lying in honor requires approval from congressional leadership. Rosa Parks lay in honor in 2005; Billy Graham did so in 2018. Speaker Mike Johnson denied the honor to Rev. Jesse Jackson in 2026 — the first such refusal for a major civil rights leader in modern memory.
