Personnel Recovery (PR) is a joint military function defined by the Department of Defense as the sum of military, diplomatic, and civil efforts to prepare for and execute the recovery and reintegration of personnel who become isolated in a hostile or uncertain environment. PR encompasses combat search and rescue (CSAR), non-conventional assisted recovery, and prisoner of war recovery. The CIA plays a role in clandestine personnel recovery operations when overt military rescue is too risky.
