Port State Control (PSC) is the system by which coastal nations inspect foreign-flagged ships visiting their ports to verify compliance with international maritime safety and environmental conventions including SOLAS (Safety of Life at Sea) and MARPOL. PSC officers can detain ships found to be substandard until deficiencies are corrected. In the U.S., the Coast Guard conducts PSC inspections. The M/V Dali case exposed a gap in PSC effectiveness: Synergy employees allegedly fabricated inspection records and removed references to the unauthorized flushing pump before PSC and flag-state inspectors reviewed the vessel, preventing detection of the hazardous fuel system configuration.
