Ultra vires is Latin for beyond the powers. In U.S. law it describes official action that goes outside the authority Congress or the Constitution granted. Plaintiffs use the theory when they argue an agency or executive officer did something the law simply does not permit, even if no detailed statute spells out every forbidden act.
