Vought Withholds $410 Billion in Congressionally Approved Funds
OMB Director Russell Vought halted $410 billion in congressionally approved spending, declaring the Impoundment Control Act unconstitutional. The 1974 law requires the executive branch to spend funds allocated by Congress. Vought's action represents a direct challenge to congressional power of the purse, inviting legal confrontation over separation of powers. Congress passed the funds; the White House unilaterally froze them.
