FOIA emails show ICE knew of 353% force surge before Minneapolis killings

Internal DHS emails obtained through a Freedom of Information Act lawsuit by American Oversight revealed that agency leadership tracked a 353 percent increase in use-of-force incidents during the first two months of Trump's second term — 67 incidents between January 19 and March 20, 2025 — months before ICE officers fatally shot two U.S. citizens in Minneapolis in January 2026. The documents showed no urgency from leadership to address the trend; internal focus remained on assaults against officers rather than officer-initiated force.
