California AG releases fifth ICE detention report: 162% surge, 6 deaths, conditions called cruel and inhumane

California Attorney General Rob Bonta released the state Department of Justice fifth report on ICE detention conditions on May 15, 2026, documenting a 162% surge in California detainees from 2,303 in 2023 to 6,028 in 2025. Six detainees died in California ICE custody between September 2025 and March 2026, the highest toll since DOJ began reviews in 2017. Inspectors visited all seven California facilities operating under ICE contracts and found widespread violations of ICE standards including inadequate medical care, overcrowding, food failures, excessive use of force, and due process barriers. Bonta called conditions cruel, inhumane, and unacceptable and tied the surge to the Trump administration no-bond detention policy and mass deportation campaign.
