Obama signs MOVE Act requiring states to send ballots 45 days before elections

President Obama signs the Military and Overseas Voter Empowerment (MOVE) Act as part of the FY2010 National Defense Authorization Act, requiring states to transmit absentee ballots to UOCAVA-covered voters at least 45 days before a federal election. The law responds to complaints from military families that ballots were arriving too late to be returned in time. The MOVE Act amends UOCAVA to require states to make blank ballots available electronically and permit electronic transmission of ballot requests.
