Nixon Signs Congressional Budget and Impoundment Control Act Creating Reconciliation Process
President Nixon signed the Congressional Budget and Impoundment Control Act into law, creating the modern federal budget process including the reconciliation procedure, the Congressional Budget Office, and the House and Senate Budget Committees.
