Senate Republicans release $70 billion ICE and CBP funding framework, Democrats pledge opposition

Senate Majority Leader John Thune's office released the text of the planned $70 billion reconciliation package to fund ICE and CBP through the end of Trump's term. Democrats immediately vowed to oppose the measure, but budget reconciliation required only 51 Senate votes, making Democratic opposition immaterial. The move set up the final two-track push to end the shutdown. (Senate Republican Leadership, Apr. 21, 2026)
