DC Circuit 2-1 rules order too vague to support contempt blocks Boasberg investigation

In a 2-1 decision, the DC Circuit Court of Appeals rules that Judge Boasberg's original TRO was not clear and specific enough to constitute contempt of court. Judges Rao and Walker hold that for a contempt charge to proceed, the underlying order must unambiguously define what conduct is prohibited. Judge Childs dissents, arguing that the TRO's language was sufficiently clear to put the administration on notice. The majority opinion blocks Boasberg from proceeding with any contempt investigation.
