National Voter Registration Act takes effect, DOJ sues California, Illinois, New York

The NVRA takes effect on January 1, 1995. Several states fail to implement its requirements, and the DOJ immediately files lawsuits against California, Illinois, and New York to compel compliance. The FEC publishes initial guidance to states, noting it lacks authority to interpret the law and placing enforcement responsibility squarely on DOJ. The first NVRA biennial report shows motor vehicle provisions are the easiest for states to implement.
