Homan signals ICE drawdown in Minnesota only if local officials grant jail access
Border Czar Tom Homan announced in late January 2026 that ICE and CBP would begin drawing down forces in Minnesota contingent on local officials granting federal agents access to detainees in state prisons and county jails. Homan argued "more agents in the jail means less agents in the street," framing jail-access agreements as the condition for reducing street enforcement operations.
