Texas Enacts DeLay Mid-Decade Congressional Redistricting
The Texas Legislature passed Plan 1374C, redrawing congressional districts mid-decade at the direction of US House Majority Leader Tom DeLay. Governor Rick Perry signed the map after Lt. Gov. David Dewhurst broke the Senate two-thirds tradition to force the vote. The map flipped five to six US House seats from Democratic to Republican in 2004.
