9th Circuit Vacates TPS Injunction in Ramos v. Wolf

A three-judge panel of the U.S. Court of Appeals for the Ninth Circuit vacated the district court's preliminary injunction that had blocked Trump's TPS terminations for El Salvador, Haiti, Nicaragua, and Sudan in Ramos v. Wolf on September 14, 2020. The panel held that courts could not review the administration's TPS termination decisions under the Administrative Procedure Act because the statute committed those decisions to agency discretion. The decision cleared the way for terminations to proceed, though the injunction remained technically in place pending the lower court's final ruling.
