Federal judge blocks Trump administration funding freeze

Chief Judge John McConnell of the U.S. District Court for Rhode Island issued a temporary restraining order in a case brought by 22 state attorneys general, blocking the Trump administration from imposing a blanket pause on federal grants and loans. NY Attorney General Letitia James led the coalition that argued the freeze violated the Impoundment Control Act and Article I. The order applied to programs including LIHEAP, Head Start, WIC, and IRA clean-energy grants.
