GOP leadership revives two-track DHS funding plan after week-long impasse

With the DHS shutdown now 47 days old, House Speaker Mike Johnson and Senate Majority Leader John Thune announced they would pursue a two-track approach: immediately pass Senate-approved funding for TSA, FEMA, Coast Guard, and other agencies (excluding ICE and CBP), then pursue separate $70 billion ICE/CBP funding through budget reconciliation requiring only 51 Senate votes.
