Biden signs executive order restricting chokeholds no-knock warrants and mandating body cameras

On the second anniversary of George Floyd's murder, President Biden signs an executive order on improving public safety and police accountability that applies new restrictions to federal law enforcement agencies. The order bans chokeholds and carotid restraints by federal officers except when deadly force is authorized, restricts no-knock entries, mandates body cameras for federal agents, requires federal agencies to use a national use-of-force database, and restricts the transfer of military equipment to local police. Biden calls on Congress to pass the George Floyd Justice in Policing Act, which remains blocked. The order covers approximately 100,000 federal law enforcement officers but does not reach the roughly 700,000 state and local police officers where most use-of-force incidents occur.
