Trump Administration Begins 287(g) Expansion from 135 to 1,700+ Agencies

On his first day back in office, President Trump signed executive orders directing DHS Secretary Kristi Noem and Border Czar Tom Homan to maximize use of the 287(g) program as part of a mass deportation strategy. ICE moved rapidly to sign new written agreements with local agencies, expanding the program from 135 participating agencies in January 2025 to more than 1,700 by May 2026 — a more than 12-fold increase. ICE also introduced financial incentives including personnel cost reimbursements and quarterly performance awards to recruit agencies.
