Pentagon Accepts Qatar Boeing 747 as Potential Air Force One Replacement

The Department of Defense formally accepted a luxury Boeing 747-8 jumbo jet valued at approximately $200 million from the Qatari government for potential use as a temporary Air Force One. Democratic lawmakers and Republican Senator Rand Paul objected that the acceptance violated the Foreign Emoluments Clause (Art. I §9 cl. 8), which bars any U.S. officeholder from accepting gifts from foreign governments without explicit congressional consent. The Constitution does not carve out an exception for gifts accepted by executive agencies on the president's behalf.
