Trump memo targets left-wing terrorism and names Soros and Hoffman for investigation

On September 25, 2025, President Trump signed a presidential memo ordering a sweeping crackdown on what he called "left-wing terrorism," directing the IRS to strip tax-exempt status from organizations he accused of "financing political violence." When asked by reporters which donors might need investigating, Trump named billionaire Democrats George Soros and Reid Hoffman by name. The memo ordered the IRS commissioner to refer suspected organizations to the DOJ for prosecution. By October 2025, Trump ally Gary Shapley at Treasury was compiling a list of targets including Soros, Hoffman, Open Society Foundations, ActBlue, Indivisible, Coalition for Humane Immigrant Rights, IfNotNow, and Jewish Voice for Peace. House Democrats launched an inquiry into IRS weaponization.
