State Department Eliminates Office of Global Change; U.S. Attendance at COP30 in Doubt

Around Nov. 1, 2025, the Trump State Department fired the remaining staff of its Office of Global Change — the U.S. climate negotiating team — leaving the country without official representation at COP30, the UN climate summit in Belém, Brazil. It marked the first time in history the U.S. sent no official delegation to UN climate talks. California Gov. Newsom attended independently as the administration declined to participate.
