Trump reinstates Schedule F as Schedule Policy/Career on day one of his second term
President Donald Trump signed Executive Order 14171, Restoring Accountability to Policy-Influencing Positions Within the Federal Workforce, on January 20, 2025 — his first day back in office — reinstating and amending the Schedule F framework under a new name: Schedule Policy/Career. The order revoked Biden's EO 14003 and directed the Office of Personnel Management to reclassify up to 50,000 career employees in policy-influencing roles, removing their civil service protections and making them at-will employees subject to dismissal without cause or MSPB appeal. The order specified that employees were required to faithfully implement administration policies and that failure to do so constituted grounds for removal. The National Treasury Employees Union filed suit the following day.
