USDA implements RIF that forces 2,600 relocations under reorganization

The U.S. Department of Agriculture issued a formal reorganization plan designating 2,600 Washington-based positions as eligible for relocation-in-lieu-of-RIF under its restructuring authority. The plan was filed with the Office of Personnel Management the day before Agriculture Secretary Rollins issued the employee relocation order. The filing formalized the administration's use of reorganization authority to accomplish workforce reductions without a standard RIF process.
