Biden issues ghost gun rule requiring serial numbers on privately made firearms
The Biden ATF issues a final rule requiring that privately manufactured firearms, "ghost guns" assembled from parts kits without serial numbers, be serialized and tracked like commercial firearms. The rule requires federally licensed firearms dealers to serialize privately made guns brought in for service, add background check requirements to firearm kits, and update definitions to clarify what constitutes a firearm under federal law. Tens of thousands of ghost guns with no serial numbers had been recovered at crime scenes. The rule is the most notable ATF regulatory action on guns in decades. Courts later uphold the rule against multiple challenges by gun rights groups.
