DHS Final Rule Mandates Biometric Collection From All Foreign Nationals at Every U.S. Port of Entry
A DHS final rule took effect December 26, 2025, authorizing CBP to collect facial biometrics — and where feasible, fingerprints — from every non-U.S. citizen at all air, land, and sea ports of entry and departure. Previous exemptions for diplomats, most Canadian travelers, children under 14, and adults over 79 were eliminated, making the program universal for foreign nationals.
