Biden signs Executive Order 14110 — the most sweeping US government action on AI to date. The order directs federal agencies to set new safety standards, mandates that companies developing powerful AI systems share safety test results with the government before public release, and directs the National Institute of Standards and Technology (NIST) to create standards for AI red-teaming. It also instructs Commerce to develop watermarking requirements for AI content, directs agencies to hire AI professionals, and creates new privacy protections for AI-generated data. The order invokes the Defense Production Act to compel safety reports from AI labs. "There's no greater change that I can think of in my life than AI presents," Biden says at signing.
