Biden signs $1.7 trillion omnibus spending bill funds government through September 2023

President Biden signs the Consolidated Appropriations Act, 2023, a $1.7 trillion omnibus spending package that funds the federal government through September 30, 2023. The bill includes $44.9 billion in emergency assistance for Ukraine, $40 billion in disaster relief, $15 billion for COVID-19 response, and substantial increases for military spending, domestic programs, and intelligence agencies. It is one of the last major pieces of legislation passed with Democratic majorities before Republicans take control of the House in January 2023. The bill also includes provisions authorizing transfer of forfeited assets to Ukraine and other policy riders. House Republicans criticize it as wasteful spending negotiated before they could take power.
