SCOTUS establishes one person one vote in Reynolds v. Sims requiring equal-population districts

The Supreme Court rules 8-1 in Reynolds v. Sims that both chambers of state legislatures must be apportioned on a population basis, the "one person, one vote" principle. Chief Justice Warren writes for the majority that "legislators represent people, not trees or acres." The ruling forces 15 states to immediately redraw malapportioned districts. By 1966, 46 states have reapportioned their legislatures. The same term's Wesberry v. Sanders applies the equal-population rule to congressional districts.
