Congress passes $95 billion foreign aid package $61 billion for Ukraine
After six months of blockage in the House by Speaker Mike Johnson and the MAGA wing of the Republican Party, Congress passes a $95 billion foreign aid supplemental including $61 billion for Ukraine, $26 billion for Israel and Gaza humanitarian aid, and $8 billion for Taiwan and the Indo-Pacific. The package passes the Senate 79-18. Biden signs it the same day. The aid package includes authorization for the U.S. to use $300 billion in frozen Russian sovereign assets as collateral for Ukraine loans, a novel economic weapon. The bill's passage comes after Ukraine suffers months of artillery shortages due to the funding gap.
