President Clinton signs the National Voter Registration Act (H.R.2, P.L. 103-31), requiring states to offer voter registration at DMV offices, by mail, and at public assistance agencies. The law, nicknamed "Motor Voter," makes registering to vote a routine part of getting or renewing a driver's license. Six states exempt themselves due to existing same-day registration. The law takes effect January 1, 1995, and in its first two years adds approximately 3.4 million registered voters nationally.
