The Board of Immigration Appeals is the highest administrative body for interpreting and applying immigration law inside EOIR. It usually decides cases on the papers rather than through live courtroom proceedings. Its published decisions bind immigration judges and DHS officers unless the Attorney General or a federal court changes the rule.
