The Equal Protection Clause of the 14th Amendment prohibits states from denying any person within their jurisdiction the equal protection of the laws. In redistricting, courts apply it to strike down maps drawn with the intent to discriminate on the basis of race, regardless of whether the map also violates the Voting Rights Act.
