Executive clemency encompasses pardons, commutations, and reprieves granted by executives at the state or federal level. In Colorado, Article IV, Section 7 of the state constitution grants the governor power to grant reprieves, commutations, and pardons after conviction for all offenses except treason and impeachment. Unlike pardons, which forgive the conviction entirely, commutations reduce the sentence while leaving the conviction intact.
