Section 4 of the Fourteenth Amendment is best known for saying the validity of the public debt shall not be questioned. The same section also says neither the United States nor any state shall assume or pay any debt or obligation incurred in aid of insurrection or rebellion. That second sentence matters in disputes over whether the federal government can use public money to reimburse people tied to a rebellion against the United States.
