A GVR order (grant, vacate, remand) is a procedural tool the Supreme Court uses to clear away a lower court ruling without issuing a full opinion on the merits. When the Court issues a GVR, it agrees to hear the case at some level, wipes out the appeals court decision that was in effect, and sends the case back to a lower court with instructions. GVR orders are often issued when circumstances have changed since the lower court ruled — for example, when the government changes its legal position or drops a prosecution. The Bannon GVR on April 6, 2026 wiped out the D.C. Circuit ruling that had upheld his conviction, clearing the path for the district court to grant the DOJ's dismissal motion.
