Interagency consultation is the process by which one federal agency formally asks other agencies for their views before making a decision. In the TPS statute, the Homeland Security secretary must consult appropriate government agencies before deciding whether to extend or terminate a country designation. Courts treat that requirement as a real procedural step, not a box to check after the decision is already made.
