A joint resolution of disapproval is a congressional procedure that allows Congress to nullify certain executive branch actions submitted for congressional review. Under the Arms Export Control Act, Congress can use one to block foreign military sales within 30 days of notification. Under the Congressional Review Act, Congress can nullify federal agency rules within 60 legislative days. Unlike most legislation, joint resolutions of disapproval under the AECA are privileged, meaning they cannot be filibustered and require only a simple majority. However, the president can veto the resolution, and Congress would need a two-thirds majority to override.
