The Nuclear Non-Proliferation Treaty (NPT), which entered into force in 1970, commits nuclear-weapon states not to transfer weapons technology and commits non-nuclear states not to acquire them. The treaty also establishes the right to peaceful nuclear energy and calls for eventual disarmament. The International Atomic Energy Agency monitors compliance. Iran has been a party to the NPT since 1970 but has faced repeated findings of noncompliance by the IAEA Board of Governors, most recently for enriching uranium to 60% purity, a level with no clear civilian application.
