A public lands withdrawal is a federal administrative action that removes designated public lands from specific uses — most commonly mineral entry, mining claims, or energy leasing. Under the Federal Land Policy and Management Act (FLPMA, 43 U.S.C. § 1714), the Secretary of the Interior can withdraw up to 5,000 acres administratively; withdrawals of larger parcels require congressional notification. Public Land Order 7917 (January 31, 2023) withdrew 225,504 acres of Superior National Forest in Minnesota from mineral and geothermal leasing for 20 years. Withdrawals can be reversed through subsequent executive action or through a Congressional Review Act disapproval resolution.
