The Turnberry Agreement was a trade framework reached at President Trump's Turnberry golf course in Scotland in July 2025 between Trump and European Commission President Ursula von der Leyen. It set a 15% tariff ceiling on most EU goods entering the United States, including automobiles, and committed the EU to eliminating tariffs on US industrial goods and accepting US safety and emissions standards. The deal was unpopular in Europe but EU leaders argued it offered protection against Trump's threatened 30% tariffs. The EU Parliament approved it in March 2026 with a suspension clause allowing Brussels to exit the deal if the US violated its terms.
