Federal judges order USDA to keep SNAP running

U.S. District Judges John McConnell in Rhode Island and Indira Talwani in Massachusetts ruled that the administration had to tap a roughly $4.65 billion contingency reserve to pay November SNAP benefits for 42 million people, rather than let food aid lapse during the shutdown.
