Sen. Blackburn Introduces TRUMP AMERICA AI Act to Preempt State AI Laws with Federal Framework

Sen. Marsha Blackburn (R-TN) introduced the TRUMP AMERICA AI Act, a comprehensive bill to codify EO 14365 while creating a federal regulatory framework that would preempt state AI laws governing frontier AI catastrophic risk management and "largely" preempt digital replica regulations. The bill required bias evaluations for high-risk AI, included child safety, copyright, and job displacement reporting provisions. Governors from both parties — including DeSantis (FL) and Newsom (CA) — opposed the preemption provisions.
