Alabama legislature draws a post-Callais map reinstating its 2023 plan with only one majority-Black district

Following the Supreme Court vacatur in light of Louisiana v. Callais, Alabama moved to reinstate its 2023 congressional map — which contained only one majority-Black district — arguing that Callais's new Gingles requirements meant plaintiffs could no longer prove a VRA Section 2 violation. The state asked the three-judge panel to allow the 2023 plan to govern the 2026 elections, contending that racial bloc voting could now be explained by partisan affiliation. Civil rights groups immediately opposed the motion, arguing the map violated the 14th Amendment regardless of Callais.
